When disasters strike, response plans are tested in hours, not days or weeks. Relief supplies may already be stocked and ready, but one question often determines how quickly help actually reaches people: Can transportation capacity be secured fast enough to move it?

That issue is easy to underestimate. Many organizations focus heavily on where to place inventory and how much to hold, yet the ability to mobilize trucks and other transport under emergency conditions can be just as critical. If transportation is not available when it is needed, even well-positioned stock can sit still while needs escalate and lives are at risk.

Our work highlights a simple but powerful management insight: preparedness is not just about inventory — it is also about access to transport capacity. In disaster response, transportation procurement is not a back-office detail. It is a strategic lever that directly affects response times and, ultimately, outcomes for affected populations.

What the analysis showed

The project shows that ignoring transportation capacity when planning inventory deployment can lead to materially slower response. In the studied setting with the Federal Emergency Management Agency (FEMA), response times could be 9% to 18% longer when trucking capacity constraints were left out of planning. For leaders responsible for resilience, continuity, humanitarian impact, or public-sector readiness, that gap is not operational noise — it is strategic exposure.

What makes this especially relevant for management is that the answer is not simply "buy more" or "stock more everywhere." The better approach is to make smarter decisions across the full response network: where to position inventory, which carrier relationships to strengthen, where contracts need to be renegotiated, and where incremental capacity adds the most value. In other words, the goal is not more complexity. The goal is better visibility into which decisions matter most.

This is where a more advanced decision framework becomes useful. By looking at disaster scenarios, depot locations, supplier options, and carrier availability together, organizations can identify where their current setup is vulnerable — and where targeted changes can improve service most.
